Florida Algebra 1 EOC — Concordant SAT, ACT, and PSAT Scores Explained

If your child is struggling to reach Level 3 (passing) on the Florida Algebra 1 EOC, there's a legal alternative path: FDOE accepts qualifying SAT, ACT, and PSAT/NMSQT math scores as substitutes for the EOC graduation requirement. This is called the concordant score pathway, and it's an underused option for families whose student keeps falling short by a few points on the EOC.

How the concordant pathway works

Under Florida graduation rules, a student must either:

  1. Pass the Algebra 1 EOC at Level 3 (On Grade Level) or higher, OR
  2. Submit a qualifying concordant score from the SAT, ACT, or PSAT/NMSQT in lieu of the EOC pass.

Both paths are equally valid for graduation. The student does not need to do both. Many Florida families discover the concordant path only after their child has retaken the EOC twice unsuccessfully — at which point switching some of the prep time to SAT/ACT math practice opens a parallel door.

Where the concordant scores come from

FDOE publishes the official concordant cut scores in two documents:

  • The Concordant and Comparative Scores technical documentation on the FDOE assessment site.
  • The Florida State Board of Education rules establishing the cut scores.

The numbers are subject-specific (Algebra 1 EOC uses one cut; ELA EOCs use different cuts) and periodically updated. Below are the most-recently published values at the time of writing — please verify against the current FDOE documentation before acting.

SAT (College Board) — Math section concordant cut

The SAT Math section is scored 200-800. Florida's published concordant cut for the Algebra 1 EOC has historically been in the 420-430 SAT Math range, though the exact number is subject to change. The Digital SAT (launched 2024) maintains the same scoring scale; the concordant cut is the same.

ACT — Math section concordant cut

The ACT Math section is scored 1-36. Florida's published concordant cut for the Algebra 1 EOC has historically been around 16 on the ACT Math subscore. Again, verify current.

PSAT/NMSQT — Math section concordant cut

The PSAT/NMSQT uses the same scoring scale as the SAT for the Math section. Florida's published concordant cut has historically aligned with the SAT cut (around 420-430). Some grade-level versions of the PSAT use different scales — confirm with FDOE.

Strategic decision — EOC retake vs. SAT/ACT prep

For students who have already retaken the EOC at least once without passing, the question becomes: keep retaking, or pivot to SAT/ACT? Several factors matter:

The cleanest case for the concordant path: a student who is already planning to take the SAT for college admissions and has only been a few points below Level 3 on the EOC. The same SAT prep cycle then earns both college admission qualification AND the FL graduation credit.

Math content overlap — SAT, ACT, EOC, TEKS

The good news: the underlying math content is largely common across all of these tests. Roughly 70-80% of the topics on the Florida Algebra 1 EOC are also tested on the SAT Math and ACT Math sections, and these same topics appear on the Texas TEKS Algebra 1 standards we use to build our practice. The differences are mostly format:
