地理学家首先根据通常是谁离开,来描述大量外迁所留下的人口耗损。因为拉文斯坦法则(上一课)认为迁移者严重偏向处于劳动年龄的年轻成年人,持续的迁出会选择性地带走一个国家的经济和税基最依赖的那个年龄段,而留下的人口中不成比例地多是儿童和老年人——即使原籍地的出生率或死亡率没有任何变化,其抚养比也会因此恶化。拉丁美洲大部分地区、东欧,以及南亚和东南亚的农村地区,数十年来一直经历着这种格局:村庄留下的是日渐老龄化、日渐稀疏的人口,而劳动年龄的一代人则集中在国外或遥远的城市中。

人才流失描述的是同一种损失中一个更具体、经济上影响更为尖锐的版本:一个国家受教育程度最高、技能最熟练的劳动力——医生、工程师、科学家——流向提供更好薪酬和工作条件的更富裕目的地。菲律宾培养的护士数量远远超过其国内医疗系统所能雇用的数量,原因正是有太多护士被招募到海外;撒哈拉以南非洲国家培养的相当一部分医生流失到了美国、英国和海湾国家。人才流失对一个原籍国而言是真实的成本,该国往往已经为这个人的教育提供了补贴,结果却把这项投资的回报拱手让给了一个更富裕的接收方经济体——有时被称为一种从较贫穷国家到较富裕国家的无意补贴。

对目的地的影响:一个地方获得了什么,以及它如何适应

(a) The demographic transition model (DTM) is a generalized model describing how a country's crude birth rate, crude death rate, and total population change over time as the country industrializes and develops economically, typically moving through four or five stages from high birth/death rates to low birth/death rates.

(b) The country is in Stage 2 (Early Transitional). A rapidly falling crude death rate combined with a crude birth rate that remains high produces the wide gap between births and deaths that defines Stage 2.
